Re-designed Commissioned Services Tenders

Please note, these tender processes are yet to open. In the meantime, this page provides background information on processes undertaken in the lead up to the tenders later this year.

Western Victoria PHN (WVPHN) is committed to supporting the delivery of patient-focused health services to communities in our region – including rural and remote communities – and ensuring those services are provided to communities with greatest need.

To ensure our overall annual budget for the Mental Health and Alcohol and Other Drugs (AOD), and Chronic Conditions services we commission is distributed fairly and effectively, we are undertaking a comprehensive consultation and re-design process during 2021 and 2022.

We are working in partnership with health services, local health professionals and interested members of local communities to design and develop improved and refocused primary care health service models.

During the second half of 2022, we will be releasing Request for Proposals (RFPs) as part of two open and competitive tender processes. These processes will be open to both current and non-current service providers.

It is anticipated successful tenderers will introduce the new service models from mid-2023.

There will two central RFPs:

  • A Mental Health and AOD Services RFP
  • A Chronic Conditions Services RFP

In both cases, tenderers may submit a tender for delivering services across our entire region or for one, two or three of our four sub-regions.

Please note: The official tender process will be available via the Tenderlink website. To register with Tenderlink, click on the registration tab or watch one of the video tutorial. Registration is free. Once confirmed as a registered supplier, you will receive email notification of any new opportunities we publish. You will also be able to access this portal to:

  • view any associated documentation
  • participate in Q and A forums
  • submit electronic bid responses through our secure, e-tender box facility.

Mental Health and AOD Services Tender

  • Tender opens: September

WVPHN has proposed a blended model where AOD and mild to severe mental health services will work together to address co-occurring needs. This blended service model requires providers to demonstrate capabilities across AOD and mild to severe mental health services through formal or informal partnerships.

A copy of the new Service Model will be provided along with the RFP, once available. In the meantime, further information on the blended model is available in the resources below.

A series of market sounding sessions with current and potential mental health and AOD service providers was undertaken in May 2022. The following resources relate to information and questions raised during those sessions:

Chronic Conditions Services Tender

Market sounding sessions for service providers in preparation for this tender will be held in late August.
