November 1 will mark a new era in bulk billing in general practice across Australia with the start of the Bulk Billing Practice Incentive Program and the expansion of eligibility for bulk billing to all Australians with a Medicare card.

As the primary healthcare sector transitions to the new arrangements, Western Victoria Primary Health Network is encouraging all GPs and practices in our region to prepare for the changes and potential questions from patients, regardless of their chosen path forward.
Practices wishing to participate in the new program
The Australian Government’s expression of interest (EOI) form is still open for practices yet to submit their EOI to the Department of Health, Disability and Ageing (DHDA).
Note: this process is directly managed by DHDA. WVPHN does not receive copies of the submissions nor is involved in the assessment process.
The Government’s Bulk Billing Incentives online calculator is also still available to practices for estimating potential payments from MBS bulk billing incentives and the Bulk Billing Practice Incentives Program.
For practices intending to participate in the incentive program, DHDA has released an information pack on Healthdirect and signage requirements.
Practices still considering their options
Participation in the incentive program remains voluntary. However, even if your practice is not intending to participate at this stage, it is advisable to be ready for potential questions from patients.
We suggest you prepare key messages on your bulk billing status and circulate these amongst all your staff (including reception and administrative staff) to ensure patients are provided with consistent and accurate responses to their queries.
