Aboriginal and Torres Strait Islander Codesign

Western Victoria Primary Health Network is pleased to circulate the Aboriginal and Torres Strait islander Alcohol and Other Drugs (AOD) and Mental health Codesign to inform and contextualise a cycle of commissioning that will begin in early 2018.

The approach to commissioning outlined in the context paper ensures that Aboriginal Community Controlled Organisations partnering with local communities and other stakeholders have the capacity and resources to determine models of care to meet the needs of their Aboriginal and Torres Strait Islander communities.

Western Victoria PHN will commission Commonwealth funding for the provision of mental health and AOD treatment services for the social and emotional wellbeing of Aboriginal and Torres Islander people in Western Victoria.

Funds will be apportioned in collaboration with the eight Aboriginal Community Controlled Health Organisations (ACCHOs) in the region.

Services will align with the Fifth National Mental Health Plan to target an appropriate balance of clinical, cultural and spiritually informed mental health and AOD service activities (1).

Commissioned activities will be underpinned by:

  • Western Victoria PHN needs assessment
  • Local consultation, and
  • Self-determination as recognised within the Fifth National Mental Health Plan as being key to overcoming disadvantage for Aboriginal and Torres Strait Islander peoples (1).
