The Australian Government has expanded bulk billing eligibility to all Australians with a Medicare card and introduced a bulk billing practice incentive program for practices registered with MyMedicare. The initiative is part of the Strengthening Medicare strategy and came into effect on 1 November 2025.

Bulk Billing Practice Incentive Program What to do if you wish to participate in the program

Bulk Billing Practice Incentive Program

The Bulk Billing Practice Incentive Program (PIP) introduces a 12.5% loading payment on every dollar of MBS benefit earned from GP NRA (non-referred attendance) services. The payment is equally split between the GP and the practice.

General Practices participating in the program need to:

  • Commit to bulk bill all GP NRA (non-referred attendance) services
  • Advertise their participation in the program within the practice and on Healthdirect’s National Health Services Directory
  • Be registered with MyMedicare (accreditation requirements will be waived for two years for practices joining the program)
  • Register in the Organisation Register. Further details on the registration process are yet to be published.

Payments will commence in 2026 and be issued quarterly.

What to do if you wish to participate in the program

General Practices considering participating in the Bulk Billing Practice Incentive Program (PIP), can take the following steps.

Estimate potential annual earnings from the BBPIP
  • Use the Australian Government’s Bulk Billing Calculator to identify an average annual provider and
    practice payment estimate for BBPIP MBS eligible
    services for your practice type and location.
Speak with your business or financial advisor
  • Seek independent advice on how changes to billing models may impact cash flow, overheads and profitability.
  • Consider implications for GP remuneration models.
Consult with your clinical and administrative teams
  • Talk with staff about the pros and cons of participating in the Bulk Billing PIP. This includes discussing workloads, morale, patient expectations and service demand.
  • Consider non-financial impacts such as continuity of care and equitable access.
