| The Australian Government has expanded bulk billing eligibility to all Australians with a Medicare card and introduced a bulk billing practice incentive program for practices registered with MyMedicare. The initiative is part of the Strengthening Medicare strategy and came into effect on 1 November 2025.

Bulk Billing Practice Incentive Program
| The Bulk Billing Practice Incentive Program (PIP) introduces a 12.5% loading payment on every dollar of MBS benefit earned from GP NRA (non-referred attendance) services. The payment is equally split between the GP and the practice.

What to do if you wish to participate in the program
General Practices considering participating in the Bulk Billing Practice Incentive Program (PIP), can take the following steps.

Managing BBPIP registrations
Practices and GPs registered with the BBPIP can use assessment tools via Services Australia’s Health Professional Online Services (HPOS) portal to monitor and confirm eligibility for incentive payments.
Via HPOS, practices and providers can now forecast assessments and from mid-January 2026 will be able to review assessments.
In particular, practices and providers can use:
- Forecast assessments to monitor and confirm eligibility for BBPIP incentive payments and check if there are any issues with registration or eligible item claims.
- Final assessments to confirm if they have met all BBPIP requirements and view the corresponding incentive payment after the end of the quarter.
- BBPIP payment details to view the Services Australia incentive payment for each quarterly assessment period, available after the quarter ends.
