Western Victoria Primary Health Network (WVPHN) has commissioned change management training for Residential Aged Care Home (RACH) providers in western Victoria as part of our work in supporting providers to navigate their new and updated obligations and conditions under the Age Care Act introduced in November 2025.

2026 change management training program

Following a successful first round of training in 2025, WVPHN is coordinating a second round of change management training for RACHs in western Victoria between February and June 2026.

A further 18 homes have successfully applied to receive 12 hours of face-to-face training by specialist consultants to build staff capability, knowledge and skills in change management.

The training involves three four-hour sessions for each RACH and also covers continuous improvement and the effective use of data, particularly for driving and supporting change in the use of telehealth and digital health solutions.

Participating RACH staff will then have a chance to come together for a joint workshop in June to share their experiences and achievements.

Additional resources to implement digital and telehealth changes

WVPHN collaborated with specialist aged care training provider Thrive Aged Care Consultants to develop change management training for introducing digital and telehealth technologies in aged care settings. The training aimed to:

  • overcome barriers to RACH staff adopting telehealth
  • improve staff confidence and ensure they are supported when implementing digital technologies as an integral part of delivering health care
  • deliver long term improvements in health outcomes for residents living in aged care homes in western Victoria.

2025 training program evaluation

In 2024 and 2025, WVPHN commissioned specialist consultants to undertake a series of seven face-to-face group workshops for staff from RACHs in our region covering practical change management knowledge and tools with a focus on using telehealth. 

These sessions were attended by facility managers, nurses, quality leads, and support service personnel. The program also included an online training session for executive-level staff such as board members and senior management. A third component of the program involved a pilot of bespoke, site-specific training for two RACHs.

In November 2025, the consultants’ evaluation report was released and reported that participating staff found the training built their confidence, fostered a sense of personal empowerment and provided an opportunity to learn from peers working in their RACH.

They report this resulted in delivering a unified approach to change. WVPHN has used the findings from the evaluation to inform the development of the 2026 RACH change management training programs.
